Manon Le Blanc

Manon Le Blanc is Head of the Cyber Sector at the European External Action Service (EEAS). Over the last years, Manon has shaped the EU's policies on international cyber diplomacy issues and has been driving the work on the EU’s "cyber diplomacy toolbox", which allows the EU to use all diplomatic measures at its disposal to respond to malicious cyber activities. Prior this posting, Manon served a senior advisor in the Office of the Secretary General at the Ministry of Justice and Security in The Hague. She holds a Master of Science from the University of Amsterdam.

Pete Cooper

Pete is Deputy Director Cyber Defence in the UK Cabinet Office. With a diverse military, private sector and government background he has worked on everything ranging from global cyber security strategies, advising on the nature of state vs state cyber conflict to leading cyber security change across the aerospace sector with ground breaking, collaborative work across industry, public sector and the global hacker community.including founding and leading the Aerospace Village at DEF CON. A fast jet pilot turned cyber operations advisor, who on leaving the military in 2016, founded the UK’s first multi-disciplinary cyber strategy competition, he is passionate about tackling national and international cybersecurity challenges through better collaborations, diversity and innovative partnerships. He has a Post Grad in Cyberspace Operations from Cranfield University. Is a Non-Resident Senior Fellow at the Cyber Statecraft Initiative of the Scowcroft Centre for Strategy and Security at the Atlantic Council and a Visiting Senior Research Fellow in the Dept of War Studies, King's College London.

Amy Ertan

Amy Ertan is an Information Security Doctoral Candidate at Royal Holloway (University of London), a Cybersecurity Fellow at the Belfer Center (Harvard Kennedy School) and a non-resident Visiting Scholar at the NATO CCDCOE. Her PhD research focuses on the security implications of emerging technology in a military context. Amy is the Co-Lead of the Offensive Cyber Working Group and is a co-author on the recent King’s Policy Institute Report: ’The National Cyber Force that Britain Needs?’. She holds CISSP and CRTIA qualifications and has previously worked in cyber-wargame scenario design, human factors security research. and strategic cyber intelligence.

Charles Harry

Dr Charles Harry is a senior leader, practitioner and researcher with over 20 years of experience in intelligence and cyber operations. Harry is the director of operations at the Maryland Global Initiative in Cybersecurity (MaGIC), an associate research professor in the School of Public Policy, and a senior research associate at the Center for International and Security Studies at Maryland (CISSM). Harry facilitates and promotes external engagement and interdisciplinary research across the university and is often called to speak to international and national audiences on a range of cybersecurity issues. He is part of Bain and Company’s External Advisors Network and is an active consultant to a wide range of public and private organizations. Prior to his appointment at the university he spent over two decades in the defense and intelligence communities.

Eric Talbot Jensen

Eric Talbot Jensen is the Robert W. Barker Professor of Law at Brigham Young University where he teaches and writes in the areas of Public International Law, National Security Law, the Law of Armed Conflict and Criminal Law. Prior to becoming a professor, he worked as a legal advisor to United States military commanders while deployed to Bosnia, Kosovo, Macedonia and Iraq.

Pål Jonson

Pål Jonson is the Chairman of the Committee on Defence in the Swedish Parliament and spokesperson for the Moderate party on defence issues. He previously served as Director of Communication for the Swedish Security and Defence Industry Association; as Political Advisor at the Ministry of Defence and as an analyst at the Swedish Defence Research Agency. In addition, he has been a visiting fellow at the NATO Defence College in Rome. He holds a BSFS from Georgetown University, an MA in political studies from the College of Europe and a PhD in War Studies from King College.

H.E. Kersti Kaljulaid

President Kaljulaid is a supporter of a nonrestrictive legal space for the ongoing digitalization of economies and governments. She is an active promoter of sustainability and halting climate change. She advocates for publicly speaking up against violence and for giving a voice to those affected by it.

In 2016 Kersti Kaljulaid was elected President of the Republic of Estonia. Previously she served from 2004 to 2016 as a Member of the European Court of Auditors. Kersti Kaljulaid was the CFO and CEO of the Iru Power Plant of state-owned energy company Eesti Energia and prior to that Prime Minister Mart Laar's Economic Advisor.

Kersti Kaljulaid has graduated from the University of Tartu in the field of genetics in the Faculty of Natural Sciences and she has a master`s in Economics and Business Administration. She is fluent in English and French and also speaks German, Finnish, Russian.

Kersti Kaljulaid is married and has four children.

Monica Kaminska

Monica Kaminska is a postdoctoral researcher at The Hague Program for Cyber Norms at Leiden University – Institute of Security and Global Affairs and a PhD Candidate in Cyber Security at the University of Oxford. She is also a trustee of the European Cyber Conflict Research Initiative (ECCRI) and has held research positions at the Centre for Technology and Global Affairs and the Computational Propaganda Project, both at the University of Oxford. Monica’s research examines international cyber conflict, particularly states’ responses to hostile cyber operations.

Casper Klynge

Casper Klynge is Microsoft’s Vice President for European Government Affairs with responsibility for all of Microsoft’s government affairs and public policy work across the continent. He serves on the senior leadership team of Microsoft’s CELA group. Prior to joining Microsoft, Casper most recently served as Denmark’s (the world’s first) Ambassador to the global tech industry. Previous posts include: Ambassador to Indonesia, Timor Leste, Papua New Guinea and ASEAN (2014-2017), Ambassador to the Republic of Cyprus (2013-2014), Deputy Head of NATO’s Provincial Reconstruction Team in Helmand Province, Afghanistan and Head of Mission of the EU’s civilian crisis management planning mission in Kosovo (2006-2008). Casper holds a M.Sc. in Political Science and is a 2009 Marshall Memorial Fellow.

Neal Kushwaha

Neal Kushwaha is a recipient of the 2019 Royal Humane Silver Medal of Bravery and 2020 commendation from the Governor General of Canada. Neal is an international bilingual speaker, a guest lecturer at Stellenbosch University, and a motivational speaker. He is the founder of a Canadian consulting company, IMPENDO Inc., specifically serving public sector clients. His research and consulting falls within the cross-section of cyberspace, security, and law. Neal has publications at various venues on topics ranging from policy and doctrine to technical matters. Aligned with his PhD research, he supports nations with their cyber programmes. While he is a prominent speaker at cyber conferences on the global stage, it is his climbing that generates the most interest. He is an accomplished mountaineer with over 28 years of climbing experience and climbs under the banner of Big Climbs, including Everest.

Vasileios Mavroeidis

Vasileios Mavroeidis is a research scientist and educator in cyber security at the University of Oslo, specialising in security automation and cyber threat intelligence generation, representation and sharing. Mr Mavroeidis has been affiliated with multiple national and European cyber security research and innovation projects in various roles and has been actively involved in cyber security standardisation.

Evangelos Ouzounis

Dr Evangelos Ouzounis is the head of ENISA’s Policy Development and Implementation Unit.

His unit leads ENISA’s efforts in the area of NIS Directive (NISD). It assists the Commission and Member States towards a harmonised implementation of the Directive at horizontal, as well as, at sectorial level (e.g. telecoms, energy, health, finance).

Dr. Ouzounis is also responsible for Telecom Security. His team has contributed in the development of the 5G toolbox, the good practices for Electronic Communications Code (EECC), and the first ever pan European incident reporting mechanism (article 13 a). His responsibilities also include trust service providers. His team has developed numerous good practices and recommendations, which helped the Commission and Member States to implement the eIDAS framework. Additionally, Dr Ouzounis is responsible for the area of data protection and privacy. His team has issued several good practices in the area Privacy Enhancing Technologies (PET) and runs the prestigious Annual Privacy Forum (APF). Finally, Dr Ouzounis and his team have facilitated stakeholders’ efforts regarding the development of pan European information exchanges (e.g. ISACs). Currently, there are numerous sectorial ISACs that share good practices, threat landscapes, and incidents on a regular basis.

Prior to his position at ENISA, Dr. Ouzounis worked several years at the European Commission (DG Connect) and co-founded FhG-FOKUS’ Electronic Commerce Centre of Competence (ECCO) in Berlin, Germany. He has managed more than 15 international R&D projects (e.g. 3G, intelligent networks, distributed systems, mobile intelligent agents), served for the EU Commission as evaluator of EU funded projects, and chaired numerous international academic conferences.

Dr. Ouzounis holds a Ph.D from the Technical University of Berlin on the resilience and security of distributed systems and a Master in Computer Engineering from the Technical University of Patras, Greece.

Chris Parker

Lt. Col. (retired) Chris Parker MBE, is Director for Defence and Central Government for Fortinet UK. He served for 2 years in the RAF (as a very bad pilot) and then 17 (better) years in the British Infantry on nine combat and operational tours, including as Chief of Staff MNB(C) in Kosovo (2001) for 7,500 NATO troops. Mr Parker has a master’s degree in Technology, has previously been a COO in the oil and gas industry, and led a cybersecurity business for five years.

Sir Stuart Peach

Air Chief Marshal Sir Stuart Peach is the 32nd Chairman of the NATO Military Committee, assuming the role in June 2018. ACM Peach is NATO’s most senior military officer and is the Military Adviser to the Secretary General and the North Atlantic Council. His career has taken in flying tours on Canberras and Tornado GR1, along with extensive operational service. Senior UK appointments have included Chief of Defence Intelligence, Chief of Joint Operations, and Commander of the UK Joint Forces Command. He was Vice Chief of the Defence Staff from 2013-2016 and was Chief of the Defence Staff from 2016-2018.

Vladimir Radunović

Vladimir Radunović is a lecturer and director of educational programmes in the areas of internet governance, cyber security and e-diplomacy at the Diplo Foundation, an international non-governmental institution. He was a member of the Advisory Board of the Global Forum on Cyber Expertise and was a member of the UN Multistakeholder Advisory Group for the Internet Governance Forum. His professional focus is on digital policies and diplomacy, in particular cyber security, cyber diplomacy, education and capacity-building for institutions and internet decision-makers. He graduated from the Faculty of Electrical Engineering in Belgrade and has a master’s degree in contemporary diplomacy from the University of Malta, and is a PhD candidate in cyber security.

Lydia Snider

Lydia Snider came to US Army Cyber Command via the unusual route of social media marketing. Early 2016 she could tell something was up. Mid-2016 she closed down her marketing business and began obsessively tracking Russian social media shenanigans. She changed her LinkedIn profile to “Social Media Strategist Specializing in Information Warfare” and began giving presentations explaining the Russians’ 2016 tactics. LTG Fogarty recognized the value of an outsider perspective as the military grapples with this issue and hired her on the spot.

Jaak Tarien

Colonel Jaak Tarien is the Director of the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) based in Estonia since September 2018.
Prior to joining CCDCOE Colonel Tarien served as Commander of Estonian Air Force from August 2012 to July 2018. Among other assignments he has also served as Staff Officer with NATO’s Supreme Allied Command Transformation (ACT), as Deputy Director of the Regional Airspace Surveillance Coordination Centre and as Commander of the Estonian team at the BALTNET Regional Airspace Surveillance Co-ordination Centre in Lithuania.
Colonel Tarien, a graduate of the United States Air Force Academy, earned his Master’s degree from the Air Command and Staff College of the USAF Air University. He recently also acquired Master of Science degree in National Resource Strategy at the U.S. National Defence University.

Brandon Valeriano

Brandon Valeriano (PhD Vanderbilt University) is the Donald Bren Chair of Military Innovation at the Marine Corps University. He also serves as senior adviser to the Cyber Solarium Commission and a senior fellow at the Cato Institute. Dr Valeriano has published six books and dozens of articles, including Cyber War versus Cyber Reality (2015) and Cyber Strategy (2018), both with Oxford University Press.

Bobby C. Vedral

Bobby Vedral is an investor and founder of MacroEagle, a macro-political newsletter widely read in the financial community. He has 20+ years of experience in investment banking, latest as a partner at Goldman Sachs. He holds an MA in international relations from the London School of Economics and a BA in Business Administration from ESB Reutlingen/ICADE. He is currently a PhD candidate in Modern War Studies at Buckingham University.

Maj. Jessica I. Dawson

MAJ Jessica Dawson serving as the lead research scientist for the Army Cyber Institute’s Information Warfare team and teaches sociology in the Department Behavioral Sciences and Leadership at West Point. She holds a Ph.D. in sociology from Duke University and is currently researching social media and extremism along with the implications of the digital disruption of social processes.

Artūrs Lavrenovs

Artūrs Lavrenovs is a security researcher at NATO CCDCOE focusing on the web and network technologies while teaching security courses, performing applied and academic research, and contributing to cyber exercises. His current research interests include Internet measurement, connected device classification, and measuring distributed denial-of-service attack potential. Arturs has taught web and technology courses at the University of Latvia, where currently he is a PhD candidate.

Dana Weinberg

Dana Beth Weinberg, PhD, is Professor of Sociology and Data Science at Queens College and The Graduate Center-City University of New York. She holds a PhD from Harvard University. Her current work focuses on foreign and domestic influence operations on social media, narrative warfare and hate speech, and the social factors that enable radicalization. She has co-developed the WARP framework for understanding weaponization of and radicalization through social narratives. She directs the New War Research Consortium, which brings together civilian and military researchers to collaborate on issues of social cyber warfare and threats to civil society and national security.
